Prepared by Salmo · A practical guide to planning HR operations.
Define what full department management includes
“Full department management” needs a written scope. Inventory policies, contracts, records, hiring, payroll, employee relations, reporting and platforms. For each workstream, distinguish provider operations from company approvals. External delivery does not automatically transfer every management or legal decision. Salmo reports 35 active full HR department management contracts; each organization’s scope remains tied to its agreement and needs.
Create a reviewable handover register
Record each dataset or process with its owner, status, storage location and access permissions. Classify items as complete, requiring verification or unavailable, and identify how gaps affect operations. Prioritize upcoming deadlines, open employee requests and pending contracts or changes. For example, a leave file without an effective date is insufficient for opening balances; agree the balance date and approval source.
Allocate responsibilities and authority
Create a matrix identifying the operator, reviewer, approver and parties to notify. Apply it to a real scenario such as an offer, wage change or employment exit. Employees should know the request channel, managers should know when to intervene and the provider should know where exceptions escalate. Agree access to official systems through permitted mechanisms and suitable authorization, without circulating passwords in handover files or general messages.
Transition in controlled stages
Start with an inventory, address priority gaps, run a representative cycle, review findings and approve the transition. Timing depends on workforce size, record quality and process complexity; one timetable does not fit every company. Maintain an open-task and decision-owner register and define fallback arrangements for critical workflows. Make the provider’s responsibility start date clear, together with historical issues requiring separate remediation.
Review operations and the exit plan
Agree reporting on completed and overdue requests, gaps and decisions required from the company. Link measures to what each party controls, distinguishing approval waiting time from execution time. Establish data ownership, export formats and open-work handover at service exit from the start. This supports continuity whether outsourcing continues or operations return in-house.
