When should a company outsource payroll?
Start by reviewing the current cycle: how many files feed payroll, who owns each source, and how often do inputs change after approval? Problems may come from attendance records, contract changes or a missing cut-off, rather than salary calculations. Document delays before deciding which tasks to outsource and which remain internal. Outsourcing preparation does not automatically transfer payment approval authority to the provider.
Prepare one controlled input register
Create a register covering approved employee records, wage components, joining and leaving dates, leave and absence, approved changes and supported adjustments. Give each input an owner, receipt date and approval reference. Freeze the cycle’s input version at cut-off and record subsequent changes separately. For example, a late allowance change should clearly show whether payroll is reopened for approval or the adjustment moves to a later cycle, and who approved that decision.
Separate preparation, review and payment
Identify the preparer, reviewer, payment approver and discrepancy process. Review cycle totals against the previous period, account for joiners and leavers, explain material changes and reconcile headcount to the approved register. A matching total alone is insufficient because an increase in one item may offset a decrease elsewhere. Record disputed items without relying on verbal amendments or losing the review trail.
Agree outputs and a delivery calendar
Agree input deadlines, draft delivery, review windows, amendment handling and required outputs. These may include a review payroll, variance register, approval summary and operational files for the systems within scope. Define how high-volume joining or leaving periods are handled and who answers employee enquiries. Do not assume every payroll engagement includes bank disbursement or administration of every government platform.
How do you assess delivery quality?
Track input completeness at cut-off, post-approval amendments, discrepancy resolution time and each party’s adherence to the calendar. These are operational measures to establish using company data, not guaranteed results. Before contracting, clarify access permissions, document retention and data handover at service exit. Discuss these responsibilities with Salmo as part of managed HR delivery.
